The mission of the Otis & Rosie Brown Scholarship is to provide resources for local students allowing them the opportunity to obtain a passport for an extraordinary experience abroad. This will provide local students access to obtain their first passport and enrich their lives by immersing themselves in new cultural experiences. By enriching their own lives, they will ultimately influence, shape, and edify the community they live in. 

Students must submit their passport application to the George W. Hawkes Downtown library location to have their costs covered. The Passport Acceptance Facility is located at 100 South Center St., Arlington TX 76010, First Floor. Online appointments only. Scholarship will be awarded within one month of application submission while funds last.

All applicants must sign a waiver to allow the Arlington Public Library and the Otis and Rosie Brown Foundation to use photos and/or videos for promotional purposes. Click here for media waiver form. 
A short video will be taken of the awardees reading their written responses and thanking the Otis and Rosie Brown Foundation. A self-submitted photo at their picked location using the hashtags #arlingtontxlib #extraordinaryis on the social media platform of their choice.
 
One-time funds awarded to pay for a first-time United States passport for United Stated Citizens studying in Arlington. The awardee will be covered for the $130 Application Fee, the $35 Execution Fee, and the $15 Photo Service Fee, totaling $180. The cost of a new, executed passport with photo may be subject to change, as the pricing may increase depending on the State’s pricing requirements.
 

Candidate must be ready to travel to their destination abroad no later than 12 full months from the time of application submission. Candidate must be ready to apply for a passport within one month of scholarship award. Scholarship awarded withing one month of application submission while funds last. Recipients will be notified of awarded funds by the following month.
